USEPA and many state regulatory agencies have strict requirements for underground storage tank (UST) owners to manage their tank facilities. Owners are required to properly maintain and monitor their USTs to prevent releases. As of December 1998, USEPA required that all USTs be upgraded to a strict set of technical performance standards, or removed from the ground. AKT Peerless staff has managed the removal and closure of hundreds of UST sites and is experienced in the following areas of UST management:
• UST compliance review and recommendations • Investigating and closing former UST sites • Removing existing USTs; • Risk Based Corrective Action at leaking UST sites • Upgrading existing USTs • Demonstrating Financial Responsibility
In many cases, the best management option is to close old or out of service USTs. USEPA and many states have specific UST closure requirements. AKT Peerless has demonstrated sufficient experience and proficiency in UST management and site closure to be listed as an Underground Storage Tank Qualified Consultant (QUSTC) by the State of Michigan. UST owners and operators in Michigan must utilize a QUSTC to develop and manage corrective action at UST sites in the State. In many states around the country, recent legislation allowing the use of risk-based corrective action (RCBA) has provided a powerful new tool to close contaminated UST sites, often with less remedial activity than before. AKT Peerless has extensive experience in applying the RCBA process to successfully close contaminated UST sites.
